Weather: A little warmer morning than yesterday, but feels colder with with wind speeds 10-18mph. Temperatures will climb into the lower 60s this afternoon with the southwest wind becoming west increasing 15-22mph. As we head into the night a cold front moves through the area bringing a gusty northerly wind 15-25mph. Low near 27, partly sunny Wednesday with highs in the lower 40s and staying breezy.

Today, the city council will consider a legislative agenda for the upcoming state and federal sessions

Mayor Dan Pope and city manager Jarrett Atkinson say transportation will be a main focus for Lubbock lobbyists. Specifically, they want funding for Loop 88 and special designations to expand I-27. The city will also keep pushing for fire and police chiefs to have more authority over firing bad cops. LP&L will also warrant city leaders' attention as it transitions into the state's power grid, ERCOT.

The state's budget may not be as bad as predicted a few months ago

Comptroller Glenn Hegar says the shortfall will be much more manageable than predicted in July. Despite continuing year-over-year declines most months, revenue collections this summer exceeded the state's expectations. Despite losses in oil and gas, hotel occupancy, and alcohol taxes, they're doing better than Comptroller Hegar anticipated. Sales tax, by far the state's largest source of revenue, is keeping it afloat. After a year of expanded online sales taxes, the state has received more than $1.25 billion in revenue.

Ten more people have died from COVID-19 in Lubbock County

That makes for 359 victims, more than 300 of them over the age of 60. City staffers confirmed another 205 cases. Bear in mind, the city's testing sites were closed for four days over the holiday. With 415 self-reported recoveries yesterday, the active case count has now dropped to about 5200. Our hospitals are short nearly two dozen staffed beds. There are 356 patients getting treated for the virus. 94 of them in the ICU. More than 30% of the region's hospital capacity is being used for COVID, a new record. We've been over the governor's 15%threshold for economic restrictions for six weeks now.

President-elect Joe Biden has received his first presidential briefing, the PDB, as it is known

It's the intelligence community's collection of secrets and analysis about the threats U.S. leaders face to run the country and keep it safe. President Trump has refused to concede the election, but he finally relented last week on allowing Biden access to the PDB I n 2016, Trump received his first PDB a week after the election. It's a tradition that helps ensure the election's winner and their incoming team are as ready as possible to cope with global threats and challenges. The Wisconsin election results are now final and they affirm Biden's victory there. The Trump campaign says it plans to continue to challenge the results in court. Arizona has also officially certified the 2020 general election vote for Biden.
